In addition to a lifelong career serving the most vulnerable residents of San Leandro and the surrounding counties, Rose Padilla Johnson has been the CEO of the Davis Street Community Center since 1991. During that time, Rose Padilla Johnson guided the center’s expansion to provide a variety of services to more than 20,000 San Leandro residents each year. The center’s housing services division alerts clients to opportunities such as the Alameda County first-time home buyer program.
In early March 2019, Alameda County announced its first-time home buyer program, AC Boost, for current and displaced residents of San Leandro. The county has allocated $50 million to the program, which will distribute shared equity home loans of $150,000 to eligible residents. The program was drafted to increase homeownership rates among groups with low incomes and boost community resilience to displacement. Families earning 120 percent or less of the area median income can qualify for loan assistance if a family member lives, works, or has moved from Alameda County within the past decade. Home buyers must also secure a mortgage on an eligible property and have at least a 3-percent down payment before they can apply for the program. Loan recipients are selected through a random lottery system, though educators and first responders are given priority. All loan repayments are funneled back into the program to fund future loans.
